Clipboard retrieve/paste command

I mainly use Max/MSP for my audio programming, but today I am working on a project that requires the use of shell. Is it possible to do this?
Retrieve the contents of the clipboard.
Send a keystroke to an application without loosing focus, for example, I want to initiate a paste command (with command-v) to an application.
I'm on Mac OS X 10.5.8.

I wonder if any body can help me with a command i am struggling with. I have a file with around 400 lines in, in a program i have it pulls out each line at a time so that data from the line can be cross referenced with another file.
