Try
Code:
awk '/^=/ {
 i=1
 a[i]==""?a[i]=$0:a[i]=a[i]"\t"$0
}
!/^[=]/ {
 i++
 a[i]==""?a[i]=$0:a[i]=a[i]"\t"$0
}
END{i=1;while(a[i] != ""){print a[i];i++}}' inputfile
