I'd use different config files for each, usually. Helps keep things organized.

Or you could separate into sections with blank lines...

Code:
name1 surname1
name2 surname2
name3 surname3

First
Second

The point is, these sort of things are easy for awk to detect -- and no parsing at all is required except awk's usual column splitting.
