If you have magic line for every shell script irrespective of the extension.

Code:

file * | grep shell script | wc -l

if you have all shescripts should be with .sh extension.

Code:

ls *sh | wc -l

If any one of the above conditions is not met , you may get incorrect count.
Depend on the condition you have you may have to try above ... ;
