Since you're not going to be running rm in the first place, there's hardly any need to "override" them as much as "utterly ignore" them.

Code:
function delete
{
        local FILE
        local LAST

        while [ "$#" -gt 0 ]
        do
                if [ "${1:0:1}" = "-" ]
                then
                        shift
                        continue
                fi

                break
        done

        for FILE in "$@"
        do
                if [ -d "$FILE" ]
                then
                        echo "Error: $FILE is a folder"
                        return 1
                fi
        done

        # You may want to improve on this -- give files unique locations, etc.
        mv "$@" /path/to/backuplocation
}

alias rm=delete

Looks like homework to me. Searching for "recycle" on this site produces many similar examples and some detailed assignments.

If you are in the commercial world imho it is much better to have a robust daily backup system (supported with daytime snapshots if you are in a fast-moving environment) rather than trying to intercept the "rm" command.

Just intercepting a free-standing "rm" command is not enough. Even if you ignore applications which delete files without using an "rm" command (they can use a system call), a "mv" can command have a similar effect.
