Check /install/puppet-2.7.1/conf/redhat/puppet.spec. There'll be a line starting with Source:, which will tell you where it expects the tarball. Once you copied it there, run rpmbuild -bb /install/puppet-2.7.1/conf/redhat/puppet.spec, and if everything goes right you'll have a ready-to-go RPM somewhere below /usr/src/.
