There is much variation in the tar syntax and without knowing the Operating System and version it can be difficult to guess without access to the "man tar" documentation on the server.
Best guess. In order:
1) Should create "-c" an archive to tape device /dev/rmt/0 of the contents of the directory /etc , listing the files on the terminal "-v" as it goes.
The command line would be easier to follow as:
tar cvf /dev/rmt/0 /etc
2) Syntax error. Contains both "c" (Create new archive) and "x" (Extract) on the same line. Impossible request.
3) IMHO. Would appear to hang expecting you to provide the file list specification from the keyboard as you have not provided it as a parameter or via a pipeline.
Btw. Nowadays actually having a tape device called /dev/rmt/0 is unusual. Find out what your tape device is actually called.
