You can use the below options to test the files:
Code:
-e file exists
-s file is not zero size

but where to put them in the code

Code:
filecnt=0
for FILE in *_*;
do
cp "$FILE" ../test3/"${FILE%_*}"
filecnt=$(( $filecnt + 1 ))
done
echo "$filecnt files copied"

Something like this:
Code:
filecnt=0

for file in 10_10*
do
  directory=${file%_[a-zA-Z]*}
  if [ -e ../test2/${directory}/"$file" ] && [ -s ../test2/${directory}/"$file" ]; then
    echo ../test2/${directory}/"$file" exists and is not zero
  else
    mkdir -f ../test2/${directory}
    cp "$file" ../test2/${directory}/
    filecnt=$(( $filecnt + 1 ))
  fi
done

echo "$filecnt files copied"

IMHO it's now the time to read a scripting tutorial:

or one of these books:
