ok when i use man chmod

a lot of the characters are in symbols, like russian. wtf?

ok what i meant was i need to know how to change all file access

Owner how to make it R W and E

Group R W E

and the third thing R W and E

and how to make it maybe r and w but not E or just r

the Man command is not working for me, i get too much weird text that is untranslateable, like these computers dont have some language pack installed
