Create a new user with restriction

Hello,

I would to create a new user with some restriction:
1. The user will not be able to CD any directory (I mean he'll login to the defined home directory and that's all).
2. The user will not be able to delete anything in that home directory

How about setting the user's shell to restricted shell:
Man Page for restricted_shell (OpenSolaris Section 1m) - The UNIX and Linux Forums
that will solve the cd problem?

Create the files and scripts the user needs to access in a separate directory, the file and directory owned by root but group owned by a group the restricted user is also a member and with group file permissions so that they readable and/or executable, then create synbolic links to them in the user's home directory, the user can delete the links but not the original files?
