basic question about shells?

I have come across the topic of changing shells, does that mean that all Unix operating systems comes with a variety of shells built in and its up to the user to select a shell of his/her choice?

Yes.

You can also install additional shells, as many people have their favorites from working in this environment for years and are expert with an old favorite shell

Unlike MS Windows you have one and only one shell you have choice on Unix. sh, bash, ksh, csh, tcsh, ..... etc. You can use the chsh command on Linux to change the login shell (the command used to change shell may differ on some Unix platform but the idea is the same).
