Depending on your OS this is usually set by 2 things. The first is the filesystem type that has a limit of a maximum file size. The second is your ulimits.

On Debian Linux for example you can edit it at:
/etc/security/limits.conf

On AIX for example it is:
/etc/security/limits

Using the command ulimit -a should show on most/any OS'es which limit is currently set. Look for "file size" or "fsize" or something similar.

Check what size a file has might not make much sense on a file that can be filled up rapidly, maybe more rapid than you script checks. Just as a thought without knowing your environment.

Usually people check space in filesystems with df and send a mail or trigger something else when a threshold has been reached.

file size monitorying

it sounds like you are interested in an alert/monitoring system. There are several out there for servers. I use XYMON which is based loosely on the old BB system which has gone commercial.
XYMON has the capability of easily monitoring the size of any file and sending alerts when the file size changes or hits your defined limits.
