A possible solution with Perl:

Code:
perl -ane'
	print and next if $. == 1;
	push @{ $_{ $F[3] } }, $_;
	print map { @{ $_{$_} } }
	  sort    { $a <=> $b } keys %_
	  if eof
  ' infile

Otherwise if you only need to get the output on your terminal:
Code:
awk 'NR == 1 {
  print > "/dev/tty"
  next
  }
{ print $4, $0 }' infile |
  sort -n |
    cut -d\  -f2-

If your system supports the special /dev/fd/n devices:

Code:
exec 3>&1
awk 'NR == 1 {
  print > "/dev/fd/3"
  next
  }
{ print $4, $0 }' infile |
  sort -n |
    cut -d\  -f2-

You could adjust the awk code to reflect the number of the column you want to sort by.
Or you want something more sophisticated?
