So the way that I see it, owner1 should execute a shell called menumngr

If I manually go to that directory and try to execute menumngr, I get:

menumngr: execute permission denied

And you tried to execute as what user (use the id command if not sure)? What are the permissions on that file ( ls -l menumgr from the directory you were in)?

(Also, one of your earlier questions - could not move cursor with h key - try changing the TERM with one of the following:

$ set TERM=vt100; export TERM
or
% setenv TERM vt100
)

these are the results of the commands

uid=0(root) gid=0(root) groups=0(root),1(other)
uv++ ls -l menumngr

Okay. The file is read-write only for owner,group, other.

If you want to make it so anyone can execute, then set it up using one of the following (read your man pages on each command so you know what you are doing before doing it! First rule: never trust anyone. :-) )

As root in the directory you have found menumngr -
chmod 755 menumngr
or
chmod 777 menumngr

Top one will set the file to read-write-execute for owner (in this case root), read-execute for group and other.
Bottom will set read-write-execute for everyone. Top perferred due to security reasons.

This is your system not mine - you've been trying to use it and it's failing. All I can give you is the commands you need to change things - not the end all answers that you should do things. That is up to you.

I'm heading home now - I'll leave you with two things. If you do change it, you can change it back with the chmod 666 menumngr command. Try it on some dummy files you create. Learn how the commands work and what they are for. Then you know what you should do.

Use the file command to see what type of file this is. If it is a script, then you can look at it and figure out it it's suppose to be used. If it is an executable file then having it only read-write isn't doing you much good.

Good luck and maybe one of the other folks on here will be around to keep answering your questions. I would but I've got a motorcycle that needs work (and I've found they are much more fun than computers these days).
