shadow entry

In /etc/shadow ..we have all the user entries ..?
Like when ever an user is created a corresponding entry is created in /etc/shadow...?

/etc/passwd has all of the users, if the shadow password file is enabled in your system, then /etc/shadow matches usernames with /etc/passwd - unless some privileged body has been directly editing one of those files.
