What is cmclconfd?

The HP-UX server I work on has over 3000 of them running as root. I'm guessing it is realeted to the data volume management.
Each of them (spread over many days/months) have been spawned off PID 1 - /usr/sbin/inetd -l
Is it normal to have so many?
