I don't see evidence of a shutdown procedure running at all. Nothing is hung, no shutdown procedure is running. Do a "which init" and a "which shutdown". That had better come back with "/sbin/init" or you have screwed up root's PATH.

When you have the path to shutdown, do a "file /usr/bin/shutdown" to see if it's a shell scipt. If it's a shell script, look at it to see if the last thing it does is "/sbin/init 0" or just "init 0".

If you're sure that you are running the real /sbin/init when you try to shutdown, the next thing to look at is the shutdown scripts. Your inittab says that "/sbin/rc0 off" will be the first thing to run. do a "ls -lu /sbin/rc0" to see when the last time was that /sbin/rc0 was read. A shell must read a script to run it. Was it read at about the time you tried a shutdown? When was it last modified?

If that persists after you type
/sbin/init 0
I must guess that your /sbin/init has been corrupted or something... What does
ls -l /sbin/init
say?

Anyway /sbin/init 0 is supposed to to run the "0" entries in /etc/iniitab in the order in which they appear. Scan inittab to be sure that there aren't any other zero entries. If the second field has a zero, it will be selected. Something like

Well, I'm running out of ideas. The output from your "who" command shows that init has not yet stored the new run state in utmp. It needs to do that before it can run the commands from inittab.

That contty could stall this process, but it's not in your ps listing.

Your version of init may be trying to a "init state changed to" messages on the system console. You might check that it is not locked up somehow.
