current locks on a file
I want to know all the locks on a file - read, write etc acquired by various processes. Is there any way to know ?

One somewhat general way - try to acquire an exclusive lock on the file. If it fails, the file is locked by someone else. If you succeed be sure to release the lock.

Not all systems support mandatory locking. Which seems to be what you are implying.

A good starting place is lsof if it is supported by your particular flavor of Unix.
