Good question, but the answer is No. Back in the days when I was Security and Abuse Officer, spamcop was the most reliable and easy-to-work-with DB. There are, however, other various DBs, but less moderated and less trusted. I had network segments blocked just because someone was having fun, not replying to emails and/or phone calls, not providing mechanism for auto-unlisting, and so on. In general, anyone can create SDB, the questions is who's going to use it
