Good question, but the answer is No. Back in the days when I was Security and Abuse Officer, spamcop was the most reliable and easy-to-work-with DB. There are, however, other various DBs, but less moderated and less trusted. I had network segments blocked just because someone was having fun, not replying to emails and/or phone calls, not providing mechanism for auto-unlisting, and so on. In general, anyone can create SDB, the questions is who's going to use it
If you work for ISP or large corporation, and you need this feature for your mail traffic, you can work with your network administrators, and start utilizing
