thank you so much jlliagre I used format -e and it works and I got the new size of the disk 17G ,however I didn't need to use growfs because when changing to EFI label it erased all
partitions. and after relabel it to SMI I used newfs to create new file system and mounted it and the I got the backup back and everything is working now like it was before.

Glad you made it. However, there was no need to restore from backup. "format -e" doesn't erase anything but the label so you file system was still here. After rewriting the same partition (slice) table (i.e. relabeling as SMI), your file system should just have showed up.
