We aren't answering to the OP but to post #6. The number of CPUs isn't indeed mentioned but the fact cpu18 and cpu22 are reported give a clue this isn't a entry level machine.
It is certainly possible to see a 99+% idle server with a CPU bounded process, if it has 100 CPUs or more online.

but how do get the name of this process...
or instead from pid how do i get process name...
