"ping" is a different entity from telnet or ssh protocol.
The server might be up, but your services down. you may need to tip in to check should there be any filesystem errors that causing this

check whether telnet(23 port) & ssh (22 port) is up & running on corresponding server.

How do I disable Remote Access ?
Use the same command that DukeNuke2 used to see all of the services: inetadm.
If Telnet is not enabled use the -e flag to enable it.
Code:
# inetadm -e svc:/network/telnet:default

get into the console of the server and fix whatever errors you see. probably the system is not up in multiuser level
