What is your current locale when you edit a file ?
What are you using as terminal emulator ?
What font are you using ?
When are characters turned into dots ? when typing them under vi or when viewing the file later ?

You must set up local environmet variabels

first way: in your local login profile (in /export/home/user) set up local variabels

or set up variabels for all users using

locale and setenv commands Smilie

You are very unlikely to use a vt100, they are mostly found in museum nowadays.
While in your terminal emulator where vi is misbehaving, please post these commands ouput:
Code:
set|grep LC
ptree $$
