The ATLAS (Automatically Tuned Linear Algebra Software) project is an ongoing research effort focusing on applying empirical techniques in order to provide portable performance. It provides C and Fortran77 interfaces to a portably efficient BLAS implementation, as well as a few routines from LAPACK.

A complete rewrite of the ATLAS threading system so as to include support native Windows threads and processor affinity, along with other code speedups. Fixes for building errors under Windows. Dependency info for ATL_ilaenv so that it is recompiled once lapack tuning is complete. A fix for an error in configure where it issued commands in the wrong directory when the user built lapack directly from a tar file. Detection of kernels that do well in parallel operations. Assorted bugfixes.
