FTP Synchronization

I want to do a synchronization from local to ftp.

local:
name modified time
a.txt 10:04
c.txt 10:05

ftp:
b.txt 10:00
c.txt 10:05

final result would be
a.txt copy to ftp
b.txt deleted
c.txt nothing to do

Is there a good way to do so?

I wrote a script that goes in the other direction. It keeps a local system in sync with an ftp server. It does not address your requirement though. Maybe you could simply remember the last time you pushed any files to the remote.... that is, the time of the last ftp job. You could do this with just:
"touch ftprun" just before you start your ftp job. Then the next time, you do a:
find /some/directory -type f -newer /some/directory/ftprun
to get a list of files to move.

Yes, rsync but it does not use ftp.
