how to find when last time a scrit has ran?

This gives the last time the file was accessed - it is not an absolute guarantee this is the last time it was run.

try this out! I think this will do the task.

the point is: you can change the access time of a file by

cat filename.sh

which is not the same as executing it.

yes. you have to implement accounting -see if your system has information on accton.
This has a lot of downsides - like using a lot of disk space. How it is done is OS specific.
This will not be historical, just from today onward.

If you have a security problem or need auditing for legal reasons, you probably need other software and other procedures. What is the exact problem you need to solve?
The answer is obviously not the question you are asking now. It is more like: 'We think user X trashed this data, but we need proof'.
