ORAENV_ASK variable is used by the default script "/usr/local/bin/oraenv", which is often executed in the ".bash_profile" of your unix user for setting up the environment at logon. If you don't set it to N, you will be interactively prompted for entering an ORACLE_SID (that is, the instance_name).

GLOBAL_NAME is the db_name followed by the db_domain, which identifies uniquely your db across the network. Honestly, I've never used that. If you need, you can surely find more informations in the documentation.
