incoming data format

456|a|y90.5|vvv|gbp ----bad dataneed to cleanse the bad data above by adding a pipe '|' after 3rd column 'ind' if pipe '|' is not already there

I have a csv file, i need to insert data into csv file at row 6
If row 6 in csv file is emplty then i need to enter s23, if row 6 in csv file has some value in it then i don't have to do any thing.
