You don't need to write or edit any code. NTP is a protocol. You need only edit the configuration files and start the service. I don't know which Unix you use, but for example, in Solaris, the configuration file is /etc/inet/ntp.conf. They even have sample files for both an ntp server and an ntp client. Once your ntp.conf file is configured, you start the ntp server with the /etc/init.d/xntpd command in Solaris 9 and down or svcadm in Solaris 10.
