Precede and Append characters using sed/awk based on a pattern

I have an input file which is similar to what I have shown below.

Pattern : Data followed by two blank lines followed by data again followed by two blank lines followed by data again etc..

The first three lines after every blank line combination(2 blank lines between data) should be preceded and appended with <td> and </td> respectively.
Every line from the fourth line should be appended with <br/> until the next blank line is reached. Also beginning of fourth line should be preceded with <td> character.

I would really appreciate if some one could help me. I have been breaking since a couple days using sed/awk and what not but results are in vain.

Do you mind showing us then what you did and the output produced?

I have tried to separate the first three lines after every blank line combination and then add the html tags and append back it back to the original file. But that didn't work either. I got no where close and I am short of an idea to solve it. I am not sure how I should be proceeding for such a pattern of data.
