awk '
  /Policy Name/,/End of Policy/ {    # from lines that contain "Policy Name" to lines  that contain "End of Policy" 
    next                             # stop processing the line and read the next line
  }
  NF                                 # (otherwise) If there are fields (i.e. the line is not empty) then print the line

As of now we dont have perl.
