Why /tmp/1 has nothing after I echo something to it in expect?

lyang001@lyang001-OptiPlex-9010:~/updates/$ cat zz.sh 
#!/usr/bin/expect
set flag 8888
puts "xxx $flag"
send "echo $flag > /tmp/1\r"

Not sure if I'm seeing the entire scope of what you're trying to accomplish, but it works if you use the exec function instead of send:

exec echo $flag > /tmp/1

cat /tmp/1
8888
