I have a similar problem that is creating a big headhache !!
whatever umask value I am setting up the file rights can never get the execute flag?
I checked also stuff around setacl/getacl and I am wondering if there is a hidden File system type and/or security profile somewhere that is creating a problem.

I discovered the issue when trying to create a user oracle in a group dba that is able to launch an Oracle Software Assistant package allowing to install Oracle software.
I can change the chmod -R 755 obviously afterwards but it might generate problem while an installer is using file etc..
Ideas would be greatly appreciated!!
