The following skips(deletes) two adjacent lines with identical fields 1,2,3,5:

{key=$1 FS $2 FS $3 FS ($5<0?-$5:$5)}
key==prevkey {skip=2}
!(skip && skip--) && NR>1 {print buf}
{prevkey=key; buf=$0}
END {if (!skip) print buf}
' input

It works with the given input/output, but it's still unclear if this meets the requirement.
