What is the error message?
Also, spacing is important. Before the ] characters, I think you should have a space character.

Also, get rid of single quotes ' inside if condition.
Whenever single quotes are used, variable is not replaced by its value.
So in you code, it will never go to else part irrespective of the values of variables.

Code:
#!/usr/bin/env sh
set -x
x=0
l=0
if [  "$x" -eq 0  -a  "$l" -eq 0  ]
# or ksh and bash accept:
if (( x == 0 && l == 0 ))
#
  then
     echo "success_rate =0"
  else
     success_rate=$(echo "scale=4 ; ($l/$x*100)" | bc)
fi

You might also want to change:
Code:
if [  "$x" -eq 0  -a  "$l" -eq 0  ]
# or ksh and bash accept:
if (( x == 0 && l == 0 ))

to:
Code:
if [  "$x" -eq 0  -o  "$l" -eq 0  ]
# or ksh and bash accept:
if (( x == 0 || l == 0 ))

unless you want to get a divide by 0 error out of bc when $l is non-zero and $x is zero.
