Would this suffice ? The expansion part, in particular.

sed -n -e 's/${KEY}/${VALUE}/g' f_name

or

sed -n -e 's/"$KEY"/"$VALUE"/g' f_name

or is it something else ?
In general, which method is preferred ?

neither one of them will work as single-quotes prevent your variables from being expanded - you have to use double-quotes:
sed -e "s/${KEY}/${VALUE}/g" f_name
# 17
