What is the meaning of this statement in gawk?

Is the value of varuable Cle prefixed with "X" the same as the value of variable Cle_A_Extraire prefixed with "X"

There is no point of concatenating both side with X and then compare.

That is correct, but you asked what it meant, not what the logic was. Those values are variables.
It may be there to prevent some condition from being true. Like one of those variables is NULL.

Can you post the code?
