while "read" UNIDATA control character
I have a UNIDATA file with this line

EIR.ENTRYŭIND.RATE.CALCŭBUILD.EIR.ITEMŭIND.RATES.WEBSERVICEŭIND.GRP.COMPLIANCEŭIND.RATE.AUDIT

If I edit my unidata file with Notepad++ or something and replace ŭ with ~ then this works

IFS="~"
while read DATA
do

My question is what do I need to use for IFS for the "read" to understand what ŭ is?

If that character isn't actually a single byte, then IFS isn't going to work with it.

What character set is this?

Do you mean ASCII vs UTF-8? I am not sure what you mean by character set. I should have added I am working on AIX 6.1 using bash shell.

Encoding, whatever you want to call it.

If that character doesn't encode as a single byte, it won't work right with IFS.

I believe you are correct there. So, any suggestions on how I can parse that string?

That still depends on what the encoding is, which you haven't yet said...
