The result of uname -n is being stored in HOST variable.
Then, the HOST is appended with "$ "(Dollar and a space). This is stored in PS1.
if the "$ " is passing itself then what is the use of it ?
Traditionally, the command line prompt under Bourne shell and compatible ones has been $ for regular users and # for root. You are free to modify this prompt and it is stored in the PS1 variable. The command documented in your book is just prepending the machine hostname to this default prompt.
The hostname is either taken from the HOST variable if set, or get from the uname -n command which returns the nodename, it is generally equivalent to the hostname one.

I'm not clear of this regexp command:
regexp {(\S+)\/+$} $String match GetString
From my observation and testing,
if $String is abc/def/gh
$GetString will be abc/def
I don't understand how the /gh in $String got eliminated.
