mkdir home directory

Is there a way to create a directory in home directory through a bash script?
And if yes then the files we want to put in there have to be put by the time is created in the bash script?

Sure. Why don't you just use the mkdir and the cp commands? Try them out. Sorry, but I don't get where the problem is from your description. Maybe I am missing something.
How do you copy files and create directories else when you work on your system(s)?

Yes I can use mkdir but if my script is not in the home directory but in some subdirectory
then maybe do I need to use the $HOME variable to add it in the home directory or I can do it simply as follows?

mkdir dir1 > path_to_home_directory
