That's exactly what tee does - check the man page Scott linked (or do man tee on your own system).

cat app is named from `catenate[chained]` and this actually means "concatenate fıles and write the contens of files to standart output(your tty,pts or console or S1,,) same time..
normally cat read from standart input (waitng for input) try just `cat` on your terminal(screen)
int this("ls|cat") cat prints it what from the pipe (pipe takes `ls` result of cmd and directs to `cat`) to standart output
