Just debug the script find out where exactly it is not processing as per our wish then we could try to resolve that one.
Code:
 $$

gives last background job process id .

The script is exiting at the sleep command itself.
Smilie
It is not executing the code portion after sleep.

Try this... not efficient at all and I am not good at sqlplus...
Code:
while read var_ack_party_name
do
  sqlplus -s /nolog <<-EOF
    connect $db_user/$db_pwd@$db_sid;
    SPOOL output.txt;
    set pagesize 0 feedback off verify off heading off echo off linesize 100
    select *  from bus_event where ack_party_name like 'MOVE_USAGE_DAEMON%' and event_data_text like '%"$var_ack_party_name"%';
EOF
done <./$1.txt

nawk '{if($2 ~ "^[a-zA-Z]"){print $1,substr($3,length($3),1)}}'  ./output.txt | while read a b

The query output file(output.txt) is created with 0 bytes size.

I have executed it with the above:
the output is :
Code:
+ read var_ack_party_name
+ sqlplus -s /nolog

+ read var_ack_party_name
+ nawk '{if($2 ~ "^[a-zA-Z]"){print $1,substr($3,length($3),1)}}' ./output.txt
+ read a b

it didnt throw any error but the query output file is created with 0 byte size.

Try to run the query alone with hardcoded values in the script and see if the output file is fine. Substitute all the variables with actual value!
Code:
#!/bin/bash
sqlplus /nolog << EOF
    connect $db_user/$db_pwd@$db_sid;
    SPOOL output.txt;
    set pagesize 0 feedback off verify off heading off echo off linesize 100
    select *  from bus_event where ack_party_name like 'MOVE_USAGE_DAEMON%' and event_data_text like '%"$var_ack_party_name"%';
EOF
