comparing two xml files

Hello,
I have two xml files. One master and the other temp. Each xml files are in format given below.

Sample input file lines:
Code:
ABC=5673;DEF=GHYU
Date
<input>
<class>
<blah blah> <blah blah>
</class>
</input> ABC=1683;DEF=DFYU Date <input>
<class>
<blah blah> <blah blah>
</class>
</input> ABC=5081;DEF=GQKI Date <input>
<class>
<blah blah> <blah blah>
</class>
</input>

All lines between <input> and </input> is one order and the first line e.g. ABC=5081;DEF=GQKI is the information associated with the order below it.

I need to find all orders in temp that are not in master xml and append all of them at the top of master xml.
Note: The first line of all orders i.e. ABC=5081;DEF=GQKI in master xml should be unique, so the comparison could be done on this line.

Any help is highly appreciated..
