I tried it, but it results in nearly equal sized input file and output files.

I just re-ran again in my system, using your sample data and it works for me.

Make sure there is a line starting with space (not a tab), which was considered the end of the block for these 'sed'.

OK with a very small modification, it did succed to get a good result.
sed should be modified to use empty line as a block seperator.
Code:
sed -n "/^Time,CPU/,/^$/P" input.log | grep -v "^Time" | grep -v '^$' > CPU.out.

fyi: the log file contains 178 mb and there is 11 different block type (I did only mention 3 to make it more simple). The split of the blocks into 11 different files do take less than 1 minut !!!!.

I forgot to mention that the block start (^Time line) should be dropped if possible.
Looks your awk is old version, can you try gawk or nawk in Solaris?
