comparing two columns from two different files

Hello,

I have two files as 1.txt and 2.txt with number as columns.

Code:
1.txt

0	53.7988
1	-30.0859
2	20.1632
3	14.2135
4	14.6366
5	-37.6258
.
.
.
31608	-8.57333
31609	-2.58554
31610	-24.2857

Code:
2.txt

0	37.8879
1	19.5104
2	18.3804
3	11.4216

.
30837	-10.9002
30838	-16.1355
30839	-5.46672

I want to compare column 2 of 2.txt from column 2 of 1.txt. If col 2 of 1.txt is greater than or equal to col 2 of 2.txt, then I want to mask it as 1 and if it is less than 0 in some new file (say 3.txt), and continue to do for each comparable row of both files.

Like, 53.7988 in 1.txt is > 37.8879 of 2.txt, so in new file (say 3.txt), first row entry should be 1. Similarly next entry should be 0 as -30.0859 < 19.5104 and so on.

I know how to subtract 2 columns in shell but not able to create new file with 1's and 0's based on comparisons. Please help me on this.
