Convert rows to columns group

Hi

I have the input file following like this

Code:
"AIX"
"AIX 6.0"
"AIX 7.0"
"Redhat 8"
"Redhat 9"
"Redhat 5.0 Enterprise Linux"
"Sun Solaris 9"
"Sun Solaris 10",
"Sun Microsystems"

"Oracle"

.................................Like this 2000 lines

I need to convert this input into following like format

Code:
"AIX", "AIX 6.0", "AIX 7.0"
"Redhat 8", Redhat 9", Redhat 5.0 Enterprise Linux"
"Sun Solaris 9", "Sun Solaris 10", "Sun Microsystems"
"Oracle"


Please give me the script to create like this o/p.

Rules and attempts?

What are the rules?
Looks like group by first word, but one example groups by 2 words "Sun Solaris" while the next is grouped again by only one word "Sun"

What have you tried to accomplish this?

rules is simple and clear based on the first word

Try and adapt the follwing script (assumes that the input file is sorted):

   FS  = "[[:space:]\"]";
   ORS = "";
   ors = "";
}

   print ($2 == prv ? "," : ors) $0
   ors = "\n";
   prv = $2;
}
END {
   print "\n";
}
' inputfile
