Use gawk, /usr/xpg4/bin/awk or nawk on Solaris:

Code:
awk 'END {
  for (j = 0; ++j <= O;)
    printf "%s", o[j] (j < O ? OFS : RS)
  while (++i <= m)
    for (j = 0; ++j <= O;)
      printf "%s", d[i, o[j]] (j < O ? OFS : RS)
  }
/lpar/ {
  c > m && m = c; c = x
  k = $1; o[++O] = k; next
  }
{
  c++; d[c, k] = $1
  }' OFS='\t' infile

Note that the original order of the lpars is preserved in the output.
Let me know if you want a different one.
