Your are not searching for a proper filed, hence your getting no output.

awk -F, '{ print $12 }' input_file
0
0
0
0
0
0
0
0

I suspect the filed you suppose to search is 14th in which case,

Code:
 
awk -F, '$14~/68$/' input_file
