Of course:

sed -n '/[0-9]\{9\} 008   L/ !p'

the "-n" tells sed not to write anything automatically, only when explicitly told so by a "p" command. The only command is a filter with your expression, which is ("!") logically NOTted. The command "p" is applied to all line not fitting the filter expression, which implicitly deletes these lines.
